Donegal Town woman ordered to pay €800 for further parking convictions

Judge Éiteáin Cunningham ordered woman to pay fines and costs for two further parking offences in Donegal Town
A Donegal Town resident with eight previous parking convictions has been fined a total of €800 in fines and costs for two further parking offences committed within a week of each other in 2025.
Habiba Arinoro, of 37 Orchard Drive, Donegal Town, was found guilty by Judge Éiteáin Cunningham at Donegal District Court, held at Ballyshannon Courthouse, of two parking offences.
Judge Cunningham fined Ms Arinoro, who was not present in the courtroom, a combined €400 for the offences, and ordered her to pay a further combined €400 in costs.
Donegal County Council solicitor, Kevin McElhinney, told Judge Cunningham that there were “a significant number of previous convictions.”
The court heard the charges, for which Judge Cunningham said she had found the facts to be proven.
Detailing the previous convictions, Mr McElhinney said: “There are nine previous convictions. One for a motor offence in 2023. Seven for failing to display a parking ticket and one for being parked on the yellow lines. Nine previous convictions from 2022 up to 2025.”
Mr McElhinney asked Judge Cunningham to consider costs of €250.
The first charge before Donegal District Court on September 2, was that on April 25, 2025, the accused parked at No.2 Carpark, Donegal Town, without displaying a valid parking ticket in the manner required by Article 7 (f) of the said bye-laws and Section 101 (7A) and (7B) of the Road Traffic Act 1961.
Judge Cunningham convicted and fined Ms Arinoro €150 for this offence, plus ordered her to pay €200 of costs within three months.
The second charge was that on May 1, 2025, the accused did park in a parking place in The Diamond, Donegal Town, without displaying a valid parking ticket in the manner required by Article 7 (1) of the Donegal County Council (Parking Places) bye-laws, 2004, contrary to Article 7(1)(f) of the said bye-laws and Section 36(8) of the Road Traffic Act, 1994.
Judge Cunningham convicted and fined Ms Arinoro €250 for the second offence, and then also ordered her to pay a further €200 in costs, payable within three months.
In April, Ms Arinoro was ordered to pay a fine and costs of €288 for a parking offence, and was also dealt with in Donegal District Court by Judge Cunningham in February, involving parking offences at Tirchonaill Street in June, July and August 2025, where Ms Arinoro was fined a combined €330 and costs of €414 for those offences.
