College Farm Road residents lodge appeal against Letterkenny apartment buildings

Appeal lodged by residents living in Letterkenny

Local residents of College Farm Road, on the west side of Glencar Road in Letterkenny, have appealed against the granted planning permission for the construction of two apartment complexes, totalling 15 apartments.

Planning permission was granted by Donegal County Council in July 2025, subject to 24 conditions, for the construction of two residential buildings. The first building comprises six two-bedroom apartments, and the second building comprises nine two-bedroom apartments. Both buildings feature on-site car parking and all ancillary works, including connections to existing services.

The site at College Farm Road has been the subject of various planning applications before, with the current applicant, PJ McDermott, withdrawing an application for four two-storey buildings comprising eight apartments in 2023. 

Residents submitted their opposition to the proposals to An Coimisíun Pleanála in August, detailing their many points of contention.

Appellants said that “Donegal County Council failed to justify the scale and density of development granted permission in an area designated as established development in a peripheral location outside the town centre and the designated target area of the town for compact growth.”

It was also argued that “the clearance of the site of all trees and vegetation was a regressive act of environmental vandalism” and that “the Planning Authority failed to acknowledge the environmental consequences of losing these trees.”

Further points of contention included the claim that there was “no vehicular entrance included in the planning application public notice” and there was a “failure” to provide a redesign in proposals from the applicants despite the Planning Authority identifying “fundamental design problems necessitating a radical redesign.”

An Coimisíun Pleanála is due to decide the case by December 22, 2025.
