Council refuses plans to build 16 Letterkenny apartments due to road safety issues

Proposals to demolish a derelict Letterkenny guesthouse to build 16 apartments have been refused by Donegal County Council.

Planning was refused by the council for the Covehill situated plans, for the construction of two apartment blocks, each containing six two-bed apartments and two one-bed apartments, along with car parking, bin and external storage compounds, and landscape amenity areas including boundary fencing on the site.

An upgrade to the existing public road outside of the derelict guesthouse, with the road branched off the Ramelton Road by the side of An Grianan Theatre and Regional Cultural Centre, was included in the plans.

The road upgrade, to the L-10042-0, was a reason why Donegal County Council refused the application, as it could not “be shown to operate safely in conjunction with the adjoining one-way system permitted… and does not provide adequate on-site turning and servicing arrangements.”

It was also viewed that the application failed to demonstrate visibility with a policy of that “multiple residential developments are served by safe, and demonstrably compliant access for pedestrians, cyclists, residents, service and emergency vehicles.”

The Executive Planner wrote: “The proposed development would therefore endanger public safety by reason of traffic hazard and obstruction of road users, and would be contrary to the proper planning and sustainable development of the area.”

MH Associate Architects had promoted the planning application of what it called Covehill House, prior to Donegal County Council’s decision.

It said: “This proposal represents a significant opportunity to revitalise an underutilised site in the heart of Letterkenny, delivering much-needed housing for a diverse range of residents.

“The development’s prime location makes it particularly attractive for young professionals, families, and mature individuals alike, providing high-quality, modern living spaces in close proximity to essential services and transport links.

“By integrating well-designed public spaces, sustainable transport options, and high-quality residential accommodation, this scheme will contribute positively to the town’s identity and future growth.

“The proposal reflects a sensitive yet progressive approach to urban development, creating a welcoming and sustainable residential environment that enhances Letterkenny’s appeal as a thriving regional centre.”
