In the secret ballot, he took 69 votes compared to Fine Gael's Bernard Durkan's 68, with Sean Crowe (SF) and Mattie McGrath (Ind) coming in third and fourth respectively. It was transfers from Sean Crowe which brought him over the line.
He said he was "very pleased" to be elected and pointed out that, as Leas Ceann Comhairle, he will be able to remain a parliamentary party and work for his constituency.
His election, Deputy Gallagher added, reflects his record of never being involved in any acrimony and always maintaining good relationships with members of all sides of the house over nine terms in the Dáil.
His is to be officially ratified in the post, which carries the same rank as a junior minister, this morning.
The post carries a salary of €34,000 in addition to his TD salary of €87,000.
