Woman to be sent forward to Donegal Circuit Court for alleged social welfare fraud

A woman is to be sent forward for trial at the circuit court on 19 charges relating to alleged social welfare fraud totalling €5,156.

Oksana Borovtsova, 49, of Apt 70, Atlantic Point Apartments, Bundoran was before Ballyshannon District Court on Friday, October 3. She is charged with nine counts that at Bundoran Post Office, West End, Bundoran, she stole cash property of the Department of Social Protection. Amounts ranged from €486 to €972. The alleged offences took place on nine dates from November 9, 2024 to February 11, 2025 inclusive, and are contrary to Section 4 of the Criminal Justice (Theft and Fraud Offences) Act, 2001.

Borovtsova is also facing nine charges in relation to the same incidents and sums of money, that she allegedly signed a Department of Social Protection in the name of another person with the intention that it be used to induce another person to accept it as genuine. Those offences are contrary to Section 25 of the Criminal Justice (Theft and Fraud Offences) Act 2001.

The 19th charge is that on February 11, 2025 at the Social Protection Branch Office, Ballyshannon, the defendant allegedly signed the name of another person on a Department of Social Protection Jobseekers Allowance certification record with the intention that it be used to induce another person to accept it as genuine. The offence is contrary to Section 25 of the Criminal Justice (Theft and Fraud Offences) Act 2001.

Evidence of arrest, charge and caution was handed in to the court. A Russian interpreter was present to translate for the defendant.

Sergeant Maurice Doyle told the court that the Director of Public Prosecutions (DPP) directed prosecution on indictment in the circuit court. He added that there was consent to the accused being sent forward for sentence on a signed plea of guilty. 

The matter was adjourned to January 16, for preparation of the book of evidence. 

Legal aid was granted to Niall Fox.
