Brendan F. Boyle, the son of Frank Boyle, who emigrated to the United States at the age of 19, was named Pennsylvania’s most effective congressman by the Center for Effective Lawmaking (CEL) at the University of Virginia and Vanderbilt University.

A Democrat, Boyle is on the House Budget Committee and plays a key role in his country’s economic priorities. He was selected as the most effective Congressman of Pennsylvania’s 16 members, ahead of other Democrats like Chrissy Houlahan and Summer Lee, as well as Republicans Scott Perry and Brian Fitzpatrick.

The CEL’s rankings are based on how legislators can find ways to get their initiatives passed into law. The rankings are based on data analysis of legislative activity, including bill sponsorship and bills that have been signed into law.
