Proposed site for Roshine Road properties in Killybegs

Planning permission has been granted by Donegal County Council for the construction of nine houses in Killybegs.

The approved plans consist of seven two-storey dwellings and two bungalows, as well as all associated site works, including retaining wall structures, retention of fill material on site and connection to public services.

Plans for the properties include three three-bed terraced houses, four two-bed terraced houses, alongside two two-bed bungalows. An internal road link is proposed with a connection to the main road, along with 15 car parking spaces.

Apex Housing Association, which also has a pending application for 32 properties in Convoy, is the listed applicant for the Killybegs project, with a proposed location off Roshine Road.

An application had been submitted for nine properties by MH Associates on behalf of Apex Housing Association in January 2024, but was withdrawn in March 2025 before a determination could be made regarding the application.

The site had also been subject to planning permissions for nine and 17 housing dwellings in 2005 and 2006, respectively.

A planning report written on behalf of Apex Housing Association read: “The proposed development has been carefully designed to achieve a balance between protecting existing residential amenity and providing a high-quality residential development within Killybegs, which is in keeping with the proper planning and sustainable development of the area.”

Donegal County Council granted the application permission with 24 conditions, including a condition that the dwellings “shall be used as permanent houses only and shall not be used for the purposes of a holiday home or as short-term rental accommodation.”

A further condition was set that the applicant shall contribute a payment of €9,111.19 in respect of public infrastructure and facilities benefitting development in the area of the Planning Authority that is already provided or is intended will be provided by the Authority.
