Planning given to convert Ballintra Holiday Village to residential use

Green light given to convert Ballintra Commercial Holiday Village into 12 residential houses
Donegal County Council has granted planning permission for the change of use of an existing holiday commercial village in Ballintra to residential dwellings.
C&C Property Investment Ltd obtained permission after applying for the change of use from an existing commercial holiday village to 12 individual private dwellings, along with connection to existing services and all associated site works.
Architect Aimee Grant, in a letter written on behalf of the application prior to the permission, said: “This commercial holiday village should be converted into individual residential units because the current housing crisis has created a critical shortage of long-term homes for local people and families.
“Repurposing these accommodation dwellings into permanent housing would make better use of existing infrastructure, increase housing supply more quickly than new construction, and help address rising rents and homelessness in the area while still supporting sustainable community development.”
The commercial holiday village is situated between Lower Main Street and the L2255 Rossnowlagh Road.
In September 2025, C&C Property Investment Ltd obtained planning permission to build two more dwellings on the 10-dwelling site.
Donegal County Council granted permission with seven conditions imposed to define the terms of the permission and to ensure a balance between permanent homes and holiday homes in accordance with Rural Housing Policies of the County Donegal Development Plan, 2024–2030, to prevent flooding, to ensure orderly development and in the interest of residential amenity, and to ensure the integrity and preservation of Natura 2000 sites and their qualifying interests.
The applicant was also advised that the site area is included within Flood Zone A and that any and all necessary safeguards shall be undertaken to ensure the safety of future residents.
