Overview of Mountcharles
Donegal County Council has received a planning permission application for the provision of two apartments in Mountcharles, located to the rear of Lower Main Street, within the footprint of the old Town Hall building.
The applicant, Galway-based C&C Property Investment Ltd, has submitted the application, which also applies for the provision of access through existing apartments permitted under a previous application, the demolition of a shed to the rear of the Old Town Hall building, provision of a communal open space area for all apartments and connection to existing services and all associated works.
C&C Property Investment Ltd has made previous attempts at securing a larger development at the site in the recent past.
In 2024, proposals were provided for the demolition of the old town hall and the erection of a stand-alone apartment block consisting of six two-bed apartments over three floors, but were refused by Donegal County Council.
The following year, Donegal County Council again refused proposals, this time for plans for four one-bed apartments over two floors.

When subsequently, appealed to An Coimisiún Pleanála by C&C Property Investment Ltd, the commission order ruled that the development was viewed to have “the potential to endanger public safety by reason of traffic hazard and obstruction to road users,” due to an access laneway, School Lane, which would serve the site area, is “severely restricted in width and provides for a direct shared pedestrian and vehicular link from the main street to the national school."
Regarding the current application attempt, MG Architects and Valuers stated: “The applicant has taken on board the reasons for refusal by the Planning Commission and is now proposing the development of two apartments, within the structure of the old Town Hall, with access via Lower Main Street through the permitted refurbished dwelling and apartments.”
Donegal County Council has set a decision-due date for the submitted planning application for April 2.
