Council to issue Expression of Interest to land owners for Donegal Town Library

Donegal County Council are to issue an Expression of Interest (EOI) to land and property owners within Donegal Town, in the hopes of building a new town library.

A statement was read out to the councillors of Donegal Municipal District during their monthly meetings in March.

Following the statement, Independent Councillor Jimmy Brogan said he welcomed “that movement on the library.”

Cllr Brogan had previously filed a motion in December 2025, to “ask Donegal County Council to report back to this Municipal District within three months to identify a suitable site or building for a new library in Donegal Town, in light of the funding now available through the Capital Programme in Donegal County Council, Budget 2025.” 

The statement read at the MD monthly meeting said: “The purpose of the EOI is to test the market for potential sites capable of accommodating a modern, fit-for-purpose, public library facility that meets national Public Library Standards and service benchmarks.

“This reflects the need to provide an enhanced and expanded library offering in Donegal Town, with appropriate space, accessibility and flexibility to support broader community use.

“The EOI forms part of an early-stage feasibility and options appraisal process. It is exploratory in nature and does not represent a commitment to acquire, develop or progress any specific site at this stage.

“Submissions received will be reviewed by the Council to inform the next phase of feasibility assessment. A further report will be brought before the Members outlining the outcome of the EOI process and setting out the proposed next steps.

“Once published, Members are encouraged to highlight the EOI to any relevant land or property owners within the Donegal Town area.”

Cllr Brogan responded: “I welcome that movement on the library, and hopefully they will find an appropriate site within 500 metres of the town.

“I think it is important that we get this library building and it as quickly as we can.”
