A significant investment in wastewater infrastructure across Inishowen has been given the green light, as Uisce Éireann secures planning permission for major upgrade works in Buncrana and Fahan.
Uisce Éireann received approval from Donegal County Council for the extensive programme that will modernise treatment facilities, improve environmental protection, and support future population growth in the region.
The development, granted permission for ten years, centres on a substantial expansion of the Buncrana Wastewater Treatment Plant and the decommissioning of the existing facility in Fahan. A new 6.2-kilometre pipeline will also be constructed along the R238 to connect the two locations.
At the Buncrana plant on Railway Road, capacity will be increased to serve a population equivalent of 17,700, up from its current design of 13,200. The upgrade will involve the construction of new treatment infrastructure, including a secondary treatment tank, pumping systems, and sludge processing facilities. Additional buildings, flood protection measures, and solar photovoltaic panels are also part of the plans.
Existing structures on site will be upgraded and repurposed, while some older elements will be demolished to make way for the improved system. Landscaping and screening will be carried out to minimise visual impact.
The Fahan wastewater primary treatment plant at Carrontlieve will be converted into a wastewater pumping station. It has long been operating beyond capacity, which curtailed new development in the village.
The redevelopment will involve the construction of a stormwater holding tank, pump sump and vent stack, valve chamber, inlet flume, surge vessel, wet kiosk, two control kiosks, chemical skid, bunded chemical storage tank, emergency shower, welfare unit, and a flood protection wall with a gate.
Existing infrastructure, including the site gate, wing walls, septic tank, and preliminary equipment, will be decommissioned and demolished. The site access will be materially altered with a new, realigned security mesh gate and wing walls, along with the reconstruction of an internal access road. Landscaping and ancillary works are also included.
A central feature of the project is the new rising main pipeline linking Fahan to Buncrana, allowing wastewater from Fahan to be treated at the expanded Buncrana facility.
Environmental considerations formed a key part of the planning process. The application included a Natura Impact Statement and Environmental Impact Assessment due to the proximity of the works to the Lough Swilly Special Protection Area, as well as the presence of a recorded national monument in Fahan.
Planning permission was granted subject to 12 conditions aimed at protecting the environment, local amenities, and road safety. These include strict noise limits, requirements for ecological supervision during construction, protection of fisheries and water quality, and sticking to approved traffic management plans.
Additional conditions require undergrounding of services, careful management of construction waste, and the provision of a €200,000 bond to ensure any damage to public roads is repaired.

Archaeological oversight will also be mandatory, with pre-development testing and monitoring required to safeguard any potential heritage remains.
