HIQA finds Dunwiley centre in Donegal fully compliant in latest inspection

A HIQA inspection has found the Dunwiley designated centre in Donegal to be fully compliant in all areas.

The inspection praised the facility for providing high-quality, person-centred care to residents.

The unannounced inspection took place on June 24 and 25, with the report published this week.

Operated by the HSE, Dunwiley provides residential support for three adults with disabilities in a detached bungalow on a small campus within walking distance of Stranorlar.

Inspectors found that residents “were provided with high quality, person-centred care that promoted their wellbeing and protection.” 

All ten regulations assessed - including governance, staffing, communication, residents’ rights, and safeguarding - were found to be fully compliant.

The report noted that residents were happy and felt safe in their home. One told inspectors they enjoyed the community atmosphere on the campus, while another proudly showed off their redecorated bedroom and family photographs. 

The centre was described as clean, well maintained and “suitable to meet the needs and numbers of residents,” with spacious bedrooms, multiple sitting rooms and a large, accessible garden.

Residents lead active, fulfilling lives, with activities including gym sessions, swimming, concerts, chair aerobics, day trips and meals out. 

One resident attends a local day service, while others participate in activities from home. Inspectors also praised the strong links between residents and their families with one person travelling home every weekend and others visiting or receiving guests regularly. Staff recently supported one resident to travel abroad for a family wedding.

Residents are consulted about the running of the centre through meetings and feedback forms. The inspector said that staff responded positively to suggestions, such as providing more one-to-one time with residents in the evenings.

The inspection was part of HIQA’s adult safeguarding programme. Staff were found to be well-trained and knowledgeable about safeguarding procedures. 

Notices outlining how to report concerns were displayed throughout the home. A recent incident involving missing medication had been fully investigated and reported in line with national policy, with learning shared to prevent similar occurrences.

While the overall findings were positive, the report acknowledged concerns from a family member about the possibility of residents being moved from Dunwiley under the national de-congregation plan. 

The family said their relative was “abundantly happy” and well settled after more than 20 years living there. Management said families had been reminded of the complaints process and that referrals to independent advocacy services were being arranged to ensure residents’ voices are central to any future plans.

The HSE West and North West said it welcomes the publication of the HIQA report and the findings of full compliance.

“HSE Disability Services will continue to work to ensure that robust governance, quality and safety arrangements are in place within Dunwiley to provide the highest quality of service to all residents,” a spokesperson said.

The HSE added that the outcome “reflects the dedication of staff who work every day to support residents to live safe, meaningful and fulfilling lives in Dunwiley.
