Donegal TD Deputy Charles Ward has taken decisive action to ensure full transparency, accountability, and fairness in the operation of the Defective Concrete Appeals Panel. 

Demonstrating a proactive and comprehensive approach, 100% Redress Deputy Ward has submitted written Parliamentary Questions to the Minister for Housing, Local Government and Heritage, while simultaneously writing to the Office of the Ombudsman seeking guidance on the scope of its remit in relation to State-established appeals panels. 

The Parliamentary Questions submitted by Deputy Ward focus on critical areas including the administration, procedures, timelines, and transparency of the appeals panel, ensuring that its operation meets the highest standards of public accountability. These questions also explore the departmental role in setting terms of reference, procedures, staffing, and resourcing, ensuring that the State cannot avoid oversight while managing an appeals process that directly affects homeowners. 

In parallel, Deputy Ward has engaged with the Office of the Ombudsman, requesting clarification on the boundaries between independent decision-making and procedural oversight. This step ensures that all stakeholders understand the extent to which procedural administration, delays, and transparency fall within the remit of the Ombudsman, thereby reinforcing accountability for the process as a whole.

“Homeowners affected by defective concrete blocks deserve fair, transparent, and accountable processes,” said TD Deputy Charles Ward. “It is vital that State mechanisms designed to protect citizens are subject to clear oversight and scrutiny. This ensures that no administrative gaps leave homeowners without recourse and that procedural fairness is upheld at every stage. My role as a TD is to pursue every avenue available - through Parliamentary procedures, independent oversight, and public transparency - to safeguard the interests of the people I represent.” 

Responses from the Minister and the Ombudsman will be monitored closely, and further updates will be provided as they are received.
