The goal came with 20 minutes to go and it was enough to decide a close contest.
It wasn't the most exciting encounter in Ballybofey this season, but Harps won't be complaining as the victory gave them another welcome three points.
They go level on points with Galway and move ahead of both Sligo Rovers and Bohs.
More importantly, the gap to bottom-of-the-table Longford Town is now a massive 15 points.
This was Harps' first home game since June 3rd and the home supporters offereed a warm welcome for new signing Ruairí Keating who came on as a second half substitute after joining from Galway earlier in the week.
His introduction came just two minutes before the winning goal. Houston finished to the net after a wonderful move down the left.
Josh Mailey's pass picked out the midfielder who controlled the ball before firing past Conor Winn.
